Tuesday, April 28, 2015 SACRAMENTO – Yesterday Assemblyman Scott Wilk, R-Santa Clarita, presented AB 1398 which would streamline the California Environmental Quality Act (CEQA) process and provide certainty for project proponents seeking to expand in California by prohibiting litigation over aspects of a project that meets all existing state, local and federal environment standards. Despite vows to block it, California’s high-speed rail service took a step closer to reality Tuesday as officials marked the start of work on the nation’s first bullet train. A ground-breaking ceremony in Fresno came amid challenges from Central Valley farmers and communities in the train’s path, who have threatened to sue to stop it, and from Republican members of Congress who vow to cut funding for the $68 billion project. Opponents also say the state can’t deliver the sleek project as it was first promised.
